Surprisingly the said deal talks about providing the required tech to india to down the drones..does it mean that they currently dont have this ability ? so same goes for Pakistan i think..is it?

In general, UAVs can be divided into three segments- tactical UAVs, MALE(Medium Altitude Long Endurance) and HALE(High Altitude Long Endurance) and Others.

India and Pakistan both manufacture tactical UAVs.
India has an indigenous MALE under development, operates Israeli Heron MALE UAVs and is purchasing similar units off the shelf from Israel for current force projections.
I don't know about Pakistan's current and future MALE and HALE capability. Senior PDF members would be able to assist.

Well I came across one remote article about year back, but don’t have anything to support my statement.
India had requested Israel to work on high altitude UAV for the Northern region of India which is high mountains altitude. If this project is the same thing, then India will be able to fly high on those mountain extended period to monitor Chinese activates without putting peoples on the ground in those tough terrains.
