As mentioned by many others , france only offered help on nuclear safety issues i.e. weapon locks primarily. The last thing you want is a foreign locking system on your nukes so that they'd know where you've kept them and can block useage.
Anyway lets hope the morons in islamabad dont take this up.
However if there genuinely is a nuclear power deal offered sure, but remember US doesnt want nuclear co-operation between Pakistan and china and this may very well be a move to direct Pakistan away from chinese assitance. Given our progress in nuclear science we would be well capable of making our own nuclear plants provided a strong funding and resolve is provided to the neccessary departments, this is what A.Q. khan said.
