If Pakistan doesn't testfire it, then how will they know that it will work? Testfiring ICBMs can determine its accuracy, range, speed, effectiveness, and to evaluate its' overall performance to ensure that it is worthy of entering service.

Right now the whole world see's pakistans missile program aimed directly at india, the moment we test an ICBM that opinion will change and in come the sanctions!! unless pakistans economy gets much stronger and pakistans image is changed in the west, we will never have an ICBM

u right pakistan is laready on the move ...becos if you remember few months back president has announced on the TV that we are about to test fire a new long range missile....but that never happened.. technicalities may be politics ? Allah knows ...............

Then what will the USA's response be if Pakistan gets ICBMs? Will the US impose economic sanctions on Pakistan?

Other than Israel, we don't have a real enemy. so I guess that we don't really need ICBMs. Our non conventional missiles are well capable of hitting Tel aviv if ever needed. But I don't think that we will have a direct conflict with Israel

Nope... It can't be cruise missile technology for even Chinese have not mastered it (they depend to an extent on Russia) and Pakistan for the last 2 years has not had Ramjet technology under development - or atleast the same has not been mentioned anywhere on any of the forums.
But then Pakistani scientists and engineers are quite credible and result-oriented so GOD knows what they have up their sleeves this time.

And let say if we fire our ICBM and target "United States" they will shot that down because the have missile defence shield and you know aggressive action against the super power is impossible for small and poor country like Pakistan. We cant afford that at because we are having one of the weakest economies in the world and corrupt leadership. So I don't think ICBM is going to give any massive advantage really. But we really need SLV's to launch our Satellites both civilian and military for the better future of our country. I think we should concentrate on the advancement in Space program.

Whether or not the Agni V is an "ICBM", a 70s obsolete missile or whatever it is still a serious threat to Pakistan (despite the fact that India could already hit Pak with its missiles) and proof that we are falling behind the arms race.
We also need to rapidly develop our missile defense systems
Pakistans future literally depends on it

The neighbour has informed India that it plans to conduct a long-range missile test in the Indian Ocean over the next five days.
Islamabad has asked New Delhi to issue a notice to all commercial airlines to steer clear of the area.
The move by Pakistan comes just five days after India test fired Agni-V to join the elite club of ICBM nations.

It is a version of the Shaheen-1 - with improvements in range and technical capabilities - and is able to carry nuclear and conventional warheads.
The military say that the missile - which successfully hit its target in the Indian Ocean - further consolidates and strengthens Pakistan's deterrence abilities.
Pakistan's missile arsenal includes short, medium and long range missiles, all named after Muslim conquerors.
