“Pakistan’s nuclear materials, facilities and assets are safe and secure,” he said in a speech to the conference being held at the headquarters of International Atomic Energy Agency (IAEA) in Vienna. Masood Khan, who is leading the Pakistan delegation, said nuclear security within a state was a fundamental national responsibility, as also a strategic global priority.
Over the years, he said Pakistan had worked closely with the IAEA to strengthen nuclear security, and was implementing an Action Plan in cooperationwith the agency.
“Our nuclear security regime is anchored in the principle of multilayered defence for the entire spectrum of any nuclear security threat - insider, outsider, and cyber threats - and is guided by the concept of the Five Ds, that is, to deter, detect, delay, defend, and destroy,” the Pakistan envoy told delegates from around the world.
“We have established extensive physical protection measures, robust Command and Control structures, comprehensive export controls and an effective regulatory regime to ensure safety and security of nuclear materials and installations,” he said, adding that as the apex body the National Command Authority, chaired by the Prime Minister, exercised command and control over all nuclear development, employment and security matters through its Secretariat - the Strategic Plans Division.
As of today, he said, an especially trained and skilled force of 25,000 nuclear security officials ensured the security of Pakistan’s n uclear assets. Besides, integrated intelligence component exercises vigil to provided depth in defence.
Pakistan, having gained rich experience in the field of nuclear security, had established a Centre of Excellence that conducts specialized courses, physical protection and personnel reliability, Masood Khan said. “We are ready to share our experiences, best practices and training facilities with other
interested states in the region and beyond.
“Our security regime covers physical protection, material control and accounting, transport security, prevention of illicit trafficking, border controls, and radiological emergencies.”
He also said that the Pakistan Nuclear Regulatory Authority (PNRA) , an independent body, regulated the safety and security of civilian nuclear materials and facilities, working closely with the IAEA. “We are currently deploying Radiation Portal Monitors at key exit and entry points to prevent illicit trafficking of radioactive and nuclear materials.”

Pakistan not engaged in arms race with any country: PM Nawaz
Islamabad - Friday, October 04, 2013: Prime Minister Muhammad Nawaz Sharif has said that Pakistan is not in any arms race and wants peace in the region.
The Prime Minister said this during his visit of National Command Center of National Command Authority and a weapons' storage site on Friday.
He said Pakistan's Strategic capability will continue to follow its policy of credible minimum deterrence.
Nawaz Sharif commended the skills, expertise, professionalism and dedication of individuals as well as the organizations involved in the development of the NCC and the requisite support systems.
The PM was also given a demonstration of the state-of-art connectivity of countrywide strategic assets which is an exclusive network ensuring effective control over the strategic assets by the NCA.
The Prime Minister later visited a technical site where he was briefed by Commander Army Strategic Force Command.
He expressed complete satisfaction over the safe, secure and fool proof security architecture in place for the physical safety and security of Pakistan s strategic assets.
Director General Strategic Plans Division Lt. Gen (Retd) Khalid Ahmed Kidwai briefed the PM on the indigenously developed strategic command, control and support system, which is designed to facilitate decision making at the NCC.
Minister for Finance Ishaq Dar, Chairman Joint Chiefs of Staff Committee General Khalid Shamim Wynne and other senior military officers, scientists and engineers were also present on the occasion.

Imagine a scenario where he does something and is overthrown, he is thrown in prison and he communicates with the US for his release in exchange for information he is privvy to.
I hope they ensured he was not aware of the location of any important sites, blacked out windows etc, dummy routes etc..
He may want to boast to other politicians and in dong so spill the beans, alternatively to safeguard his chair he could leak out info to the US/India should he feel his position threatened by the army.
This guy is so thick, during discussions with foreign leaders he could accidentally spill the beans. Imagine the US Fsecy or President or Indian counterparts taunting him that he being a leader does not know anything about the country's nw programme, I actually think he is thick enough that he could be manipulated to inadvertently giving out info he might think of as being trivial.
In fact Ex Pres Clinton has been on record has stating to the effect that that NS was 'not very intelligent', during their Kargil episode meeting when NS ran to the US with his head between his legs to safeguard his position, .

WASHINGTON: The United States has reaffirmed its confidence in the safety of Pakistani nuclear assets following Sunday night's terrorist attack on Karachi's Jinnah International Airport.
“We believe the Pakistani government understands the importance of protecting all of its arsenal, including things related to its nuclear program,” Deputy Spokesperson at the State Department Marie Harf said at the daily briefing.
“We know that they care about this a great deal and have no reason at this point to think it's anything but safe,” she added, when asked about the US views on safety of Pakistani nuclear weapons.
Meanwhile, in the wake of terrorist assault on Karachi airport, the State Department has said the US stands steadfast in its commitment to the people of Pakistan in their efforts to counter terrorism and build a peaceful future.”
“We support Pakistan's efforts to bring all those involved in planning and executing this attack to justice,” Spokesperson Jen Psaki said in a statement.
Regrettably, she noted, the Pakistani people face violent assaults from numerous groups.
She also expressed the US sincere condolences to those affected by this heinous attack on pilgrims in Balochistan and said Washington strongly condemns those responsible.
“Extremist violence against innocent Pakistani men, women, and children of any faith is an assault on universal human values.”
“We encourage the government to take steps to protect and improve the lives of members of Pakistan's minorities and take concrete steps to promote tolerance and religious freedom. “
